On September 8, at 9:30 PM, around 70 Muscovites blocked the traffic on Yaroslavskoye Highway near building no. 114 and 116. The participants of the unofficial meeting were protesting against hot-water cutoffs in their houses.
The company ARSP operates the heating infrastructure in one residential building, one hotel, and one. On July 21, this company started maintenance on the local heating grid and cut the hot-water supply at these buildings. ARSP failed to finish the maintenance in one and a half months. As a result, the residents could not use hot water until now. AO MOSENERGO repaired the part of the heating grid to which the ARSP site belongs as early as June 2003.
Due to the fact that ARSP had considerably delayed the repairs and put the heat supply under threat, the local authorities at the North-Eastern district turned to AO MOSENERGO asking for help in this situation. AO MOSENERGO's specialists fulfilled the request. Yesterday, specialists from AO MOSENERGO and GUP Mosgorteplo completed the operations at this site and have completely prepared it for winter operation.
Currently, AO MOSENERGO is ready to resume the hot-water supply for these houses on Yaroslavskoye Highway. However, ARSP owes the Company more than 5 million rubles for heat consumed last winter. ARSP has not made any attempt to redeem the debt for more than six months.
AO MOSENERGO hopes that ARSP will apply the maximal effort to resolve the debt problem and resume hot water supply in the houses it services before the winter arrives.
