On November 22, TNS EnergoPenza broke the deadline for the payment to the accounts of IDGC of Volga, PJSC (a member of Rosseti Group of Companies) for electricity transmission services rendered in October 2016. Thus, the company, currently acting as the POLR in the Penza region, has now a week delay with the payment of more than 251 million rubles.

Constant violation of payment terms by sales companies throughout 2016 complicate the timely fulfillment of the obligations of IDGC of Volga, PJSC to consumers of electricity in the Penza region, the adjacent grid organizations, contractors, budgets of different levels. Besides, due to the payment delay (and by the delay one should mean the actual credit provision of sales organizations with minimal interest rates), the electric grid company begins to experience financial difficulties with the obligations on the works related to the proper operation of grids in the 2016/2017 autumn-winter period, as well as repair works on power facilities. It is also hard to fulfill the obligations provided by the legislation of the Russian Federation to ensure the technological connection to electric grids of the new consumers in the region.

Currently, the main task for all participants of the regional energy market is to prevent the decrease of payment discipline and the formation of multi-million debt. The issues of payments for the electric transmission services rendered and reducing the accounts receivable are under a special control in Penzaenergo.
