Gazprom delegation visits Irkutsk Oblast

During March 11-14 a Gazprom delegation paid a working visit to the Irkutsk Oblast. The delegation was made up of representatives of Gazprom structural units as well as Promgaz, VNIIGAZ, Gazprom invest Vostok, Mezhregiongaz, Sibur and Irkutskgazprom subsidiaries.

In the course of the visit the delegation examined potential sites for gas processing and gas chemical plants in the Ust-Kut and Kazachinsko-Lensky districts, as well as in the town of Sayansk. A joint working meeting took place at Sayanskkhimplast premises, during which the delegation got acquainted with the current state and development prospects of the company.

The delegation held talks in Ust-Kut with representatives of the municipal and district administrations, Irkutskenergo, Irkutsk Oil Company and NK Dulisma.

The delegation also visited the settlement of Zhigalovo and examined heat and power facilities prepared for gas-powered operation.

On March 14, Irkutsk hosted a working meeting between the Gazprom delegation and the Irkutsk Oblast Administration, dedicated to preliminary results of the visit. The parties expressed a desire to intensify the joint actions of the working groups between Gazprom and the Irkutsk Oblast Administration while implementing the Action Plan covering gas supply to and gasification of the Irkutsk Oblast.

In December 2005, Gazprom and the Irkutsk Oblast Administration signed a Gasification Accord.

The General Scheme of gas supply to and gasification of the Irkutsk Oblast was approved by the Directive of the Irkutsk Oblast Administration on December 28, 2005. The Scheme contemplates comprehensively developing a regional gas production, transportation and supply system in the Irkutsk Oblast with the use of local hydrocarbon sources. The General Scheme prescribes providing gas supply to and gasification of the northern regions based on the existing medium- and small-sized fields. At an initial stage, the demand of consumers from the southern part of the Oblast is satisfied with gas from the South Kovykta area.

The General Scheme enables to supply gas to 899 population centres in 32 areas of the Irkutsk Oblast and envisages constructing gas mains, pipeline branches and distribution networks as well as developing a regional gas market.

In December 2007, as part of the General Scheme execution, Gazprom transgaz Tomsk (a wholly owned subsidiary of Gazprom) commissioned phase 1 of the gas main delivering natural gas from the Bratsk gas condensate field (the license for the field is held by Bratskoecogaz, ITERA’s subsidiary) to the city of Bratsk. The total length of phase 1 reaching block 45 in Bratsk is 26.6 km, pipe diameter – 325 mm. Upon construction of the Bratsk gas condensate field – Bratsk trunkline, its total length will amount to nearly 70 km.

Among the top-priority gasification facilities provided for in the General Scheme for 2008-2009 are the Chikanskoye gas condensate field development project and the construction of the Chikanskoye gas condensate field – Irkutsk gas main and distribution pipelines in Bratsk.

In the Irkutsk Oblast Gazprom holds licenses for subsoil use in the Bokhan block as well as Western and Eastern blocks of the South Kovykta area. The geological survey performed by Gazprom in the South Kovykta area resulted in the discovery of the Chikanskoye gas condensate field.
