Meeting on Irkutsk Oblast gasification held

The Gazprom Headquarters has hosted a meeting moderated by Alexander Ananenkov, Deputy Chairman of the Gazprom Management Committee on issues related to the execution of the Company’s gas supply and gasification projects in the Irkutsk Oblast.

Attending the meeting were heads and specialists of the core business units of Gazprom and subsidiaries including Tomsktransgaz, Irkutskgazprom, VNIIGAZ and Promgaz.

The participants discussed the progress with executing the Action Plan of gas supply and gasification of the Irkutsk Oblast in 2007 and goals set to achieve in 2008.

The meeting particularly underscored that Gazprom totally fulfilled its obligations relevant to gasification in 2007. Currently, Gazprom completes testing and commissioning activities at the first stage of the Bratsk gas condensate field – Bratsk gas main. The gas pipeline is planned to be commissioned at the end of 2007.

The meeting also examined issues related to project work of the top-priority gasification facilities in the frames of the General Scheme of gas supply to and gasification of the Irkutsk Oblast. The top-priority facilities during the 2008-2009 period are as follows: the Chikanskoye gas condensate field development projects, the Chikanskoye gas condensate field –Irkutsk gas main and distribution gas pipelines in Bratsk.

Additionally, the participants addressed issues related to mineral resource base development of Gazprom as well as gas processing and chemical industries in the region.

As a result of the meeting the core business units and subsidiaries were tasked to further implement activities related to gas supply and gasification of the Irkutsk Oblast.

In December 2005 Gazprom and the Irkutsk Oblast Administration signed a Gasification Accord.

The General Scheme of gas supply to and gasification of the Irkutsk Oblast was approved by the Decree of the Irkutsk Region’s authorities on December 28, 2005. The Scheme contemplates establishing in the region a comprehensive system of gas production, transmission and supply based on local hydrocarbon resources. The General Scheme stipulates gas supply and gasification of the Northern regions based on the existing small and average fields. At first stage the regional consumers needs will be satisfied with gas of the Yuzhno-Kovyktinskaya area.

The General Scheme enables to supply gas to 899 settlements of 32 regions of the Irkutsk Oblast, branch pipelines, gas distribution networks, development of the regional gas market. In 2007 first gas will be supplied to the regional consumers.

In September 2006 Gazprom and ITERA, in the framework of the General Scheme implementation for gas supply and gasification of Irkutsk Oblast, signed the Memorandum for cooperation on issues of the Bratsk gas condensate field in the Irkutsk Oblast.

In November 2006 Gazprom and the Irkutsk Oil Company signed the Memorandum for cooperation on issues on gas of the Markovskoye oil & gas condensate and Ayanskoye gas fields in the Irkutsk Oblast. In accordance with the document, Irkutsk Oil Company and its affiliated and dependent companies will sell to Gazprom natural gas of the Markovskoye oil & gas condensate and Ayanskoye gas fields.

Gazprom holds licenses for subsoil use of the Bokhansky block, as well as Western and Eastern blocks of the Yuzhno-Kovyktinskaya area. The Chikanskoye gas condensate field was discovered in the result of geological survey provided at the Yuzhno-Kovyktinskaya area.
