The Gazprom Management Committee endorsed the Comprehensive Goal-Oriented Program of Metrological Support for natural gas and liquid hydrocarbons extraction, transportation, processing, treatment, storage and supply processes for the period from 2011 through to 2015.
Specialized subdivisions were tasked to use the Program as the basis for compilation of annual and mid-term investment programs relevant to construction, retrofitting and upgrading of Gazprom’s metrological support facilities.
The Management Committee ordered that the Program execution be annually analyzed and adjusted if necessary.
Background:
The Comprehensive Goal-Oriented Program of Metrological Support for natural gas and liquid hydrocarbons extraction, transportation, processing, treatment, storage and supply processes for the period from 2011 through to 2015 was elaborated due to the following factors:
changes in the federal regulatory framework (adoption of the Federal Laws “On Ensuring the Uniformity of Measurements” and “On Energy Saving and Increasing the Energy Efficiency, as well as on Amendments to Certain Legislative Acts of the Russian Federation”);
Russian President’s assignment aimed at enhancing the rational use of associated petroleum gas, gathered gases and flare gases;
metrological support requirements provided for by the Implementation Plan of the Gazprom Informatization Strategy;
the necessity to further increase the efficiency of energy resources utilization and to cut down pollutant emissions.
The Program will help achieve the next level in hydrocarbon parameters measurement owing to novel gas flow meters with the measurement error varying between 0.6 and 0.8 per cent. As part of the Program execution, Gazprom will create its own benchmarking and testing platform integrated into the international system of metrological support for natural gas and liquid hydrocarbons flow measurement.
