MTS announces subscriber growth numbers for August 2008

Moscow, Russian Federation – Mobile TeleSystems OJSC (“MTS” – NYSE: MBT), the largest mobile phone operator in Russia and the CIS, announces that its consolidated subscriber base reached 87.26 million users on August 31, 2008.
In August 2008 MTS' subscriber base in Russia decreased as a result of the Company's more rigorous application of its six-month churn policy. At the same time, gross additions during the period exceeded two million subscribers, which is consistent with growth rates witnessed throughout 2008.
