Moscow. 17 November 2003. By 15 November, all 809 companies of RAO "UES of Russia" Holding received their 2003/2004 winter readiness passports.
Pursuant to the Order of RAO "UES of Russia" "On readiness of energy companies for operation during the autumn-winter period", the inspection was conducted at all energy enterprises: branches of the regional energos and RAO "UES of Russia", AO-power plants, Regional Dispatch Administrations and Integrated Dispatch Administrations (branches of OAO "UES SO-CDA"), entities of the Interconnected Power Grids and branches of OAO "UES Federal Grid Company".
Ad-hoc committees were created to check the energy companies' readiness for winter. These committees included, apart from representatives from RAO "UES of Russia", officials from the State Energy Control Department, State City Technical Control Department, and the Russian Federation Ministry of Emergencies. Winter readiness passports were granted subject to a unanimous decision of the Committee members. The key condition for obtaining a winter readiness passport is availability of the standard inventory of fuels and absence of restrictions on the working capacity for power plants and electricity transfer restrictions during peak load periods. Regional energos, OAO "UES SO-CDA", and OAO "UES FGC" receive their readiness passports only if all of their subdivisions and branches get such passports.
Over the past three years, all energy companies of RAO "UES of Russia" Holding have been able to obtain winter readiness passports in due time.
