The instruction was issued by way of response to the letter of Chairman of the Board of Directors of EOS Russia, a member of the Board of Directors of IDGC Holding Seppo Remes dated June 1, 2012 wherein Mr. Remes expressed concern as to the decisions of the government to place the holding of interregional distribution grid companies under control of the Federal Grid Company and to assign a strategic status to such companies (after the Kommersant newspaper).
