Bypassing AO MOSENERGO, the utility services departments of the Ministry of Nuclear Power and the Ministry of Defense turned on heating, which was cut off due to non-payments.

The heads of utility services departments justify their actions citing the need to care about the population. However, they are doing a disservice to their customers by delaying payments to AO MOSENERGO.

AO MOSENERGO will not continue to provide loans to debtors. Soft treatment encourages debtors to delay payments and violate terms of the power-supply agreement. The current attitudes of the management of debtors may lead to a situation when these organizations go without heating in the coming winter.

Heads of utility services departments of the Ministry of Nuclear Power and the Ministry of Defense should assume the sole responsibility for non-sanctioned usage of AO MOSENERGO power, as well as for heat supply to the population in the buildings, which are owned by these organizations.
