The situation with payment failures of the biggest companies of the Ulyanovsk region for power transmission services is close to being critical. At the moment, the total debt amount exceeds 739 million rubles. The biggest debtors, including Ulyanovskenergo, JSC; State Scientific Center — Research Institute of Atomic Reactors (SSC RIAR), JSC; Ulyanovskvodokanal Ulyanovsk Municipal Unitary Enterprise; Inzenskiye Regional Electric Grids, LLC; OCHAG Municipal Unitary Enterprise; Zhilservis Municipal Unitary Enterprise; Veshkaymskiy district continue ignoring their contractual obligations before Ulyanovsk branch of IDGC of Volga, PJSC. The power grid company is forced to bear the burden of payment failures at the expense of its own financial sufficiency for a long period of time, actually crediting the unfair contractors. At the same time, the delinquent payers do not face the fact that the branch has got its own obligations — tax liabilities, payments to the allied power grid organizations, subcontractors. The problem of chronic debt arises particularly from the point of view of preparing the branch for the next autumn and winter season and timely implementation of the annual repair program. By the beginning of October, the energy workers must prepare the power supply facilities for accident-free operation during the period of peak loads. In the course of the repair campaign in this year specialists of Ulyanovsk DG will have to repair thirty-three 35-110 kV substations, 610 transformer substations and 2,445 km of power transmission lines of different voltage class. "Under conditions when the funds, intended for upkeep and service maintenance of the power supply facilities, do not in fact arrive to their direct destination, it is becoming more complicated to maintain high-quality and reliable power supply to the consumers. Underfunding will inevitably have a negative impact on the general investment climate and power safety of the Ulyanovsk region", notes Igor Bryukhanov, Deputy Director for Services Realization and Development of Ulyanovsk Distribution Grids, a branch of IDGC of Volga, PJSC.
