From October 1998, up to the present time SSCAM has not paid for consumed energy and has not taken sufficient actions to redeem the outstanding debt. In March 2002, the center’s debt to AO MOSENERGO grew from 43,658,000 to 45,612,000 rubles.

On April 11, AO MOSENERGO had to limit once again the electricity supply to SSCAM, which has acted in gross violation of the agreement. In the middle of the day, for three hours, no electricity was supplied to the SSCAM through three 110 kV lines that feed the electric power to the institute. Such measures will be taken against the debtor until AO MOSENERGO can file a claim with the arbitration court asking to terminate the existing agreement.
