MOSENERGO (TGC-3)

September 16, 2003

Vnukovo Airport continues to cooperate with AO MOSENERGO

In late August Vnukovo Airport wrote to AO MOSENERGO asking to terminate the power supply agreement. The company explained its decision to stop using AO MOSENERGO's services, effective October 1, 2003 by the intention to switch to another supplier – GUP Mosgorenergo.

GUP Mosgorenergo does not have its own generation capacity and plans to buy electricity from an independent generation company (other than AO MOSENERGO) and resell it to Vnukovo. One of the potential electricity suppliers was Ecotechprom, which owns a garbage-burning facility. Other potential electricity suppliers include Moscow Energy Institute's CHP and a number of other consumers, which have their own generation facilities. Mosgorenergo was going to deliver the electricity through AO MOSENERGO's grids, as Mosgorenergo does not have its own grids.

AO MOSENERGO agreed to terminate the agreement, as it is favors competitiveness in power markets among alternative power suppliers. Thus AO MOSENERGO gave the airport the opportunity to choose among suppliers. At the same time, AO MOSENERGO warned Vnukovo that the scheme, which was offered by Mosgorenergo, was extremely unreliable and could threaten the reliability and safety of airport operations.

AO MOSENERGO welcomes alternative power suppliers in the market but believes that the issue of reliability should not be at stake, especially when corporate interests contradict safety rules and may threaten lives.

As a result of consultations between the two companies' specialists, Vnukovo annulled its termination letter and expressed its intention to continue cooperation with AO MOSENERGO.
