Today, Rosseti PJSC, CESI S.p.A. (Italy) and the Federal Testing Center PJSC (FTC) signed an agreement at the St. Petersburg International Economic Forum (SPIEF) on cooperation within the scope of implementation of the “Federal Testing Center” project. The document was signed by the General Director of Rosseti PJSC – Oleg Budargin, the Commercial Director of CESI S.p.A. – Andrea Meola, and the Acting General Director of FTC PJSC – Alexander Dyuzhinov. The document was signed in the presence of Deputy Chairman of the Government of the Russian Federation Arkady Dvorkovich and Italian Ambassador to Russia Cesare Maria Ragaglini. Cooperation is aimed at attracting international science-and-technical competencies and advanced technologies for the creation of the FTC. The document was signed as an annex to a cooperation agreement between Rosseti PJSC and CESI S.p.A., which was signed in Trieste in November of 2013. The parties will form a working group and intend, by year-end 2016, to formulate a joint plan for implementation of the FTC project at the stage of construction and commissioning of the main laboratory complexes. “CESI is a world-leader specializing in the testing and certification of electrotechnical equipment CESI is serving as a technological partner and international consultant for the FTC in terms of the design of its laboratory complexes. The international experience of our colleagues is essential – not only at the design stage, but also at the construction and commissioning stage of the laboratories of the Federal Testing Center in Russia, which must meet all applicable world standards and trends,” noted the General Director of Rosseti PJSC, Oleg Budargin. Also being planned – the implementation of joint educational programs for the training of a highly-qualified staff for the Federal Testing Center, experience sharing and the testing of electrotechnical equipment, and the joint development of technical regulations, standards and methods in the testing field in due consideration of both Russian and international requirements. “The Federal Testing Center is most certainly a major project for Russia with high international potential. Within this context, we fully understand that it would be most expedient to start cooperating and the design and construction stage. CESI can provide comprehensive assistance in the operation of laboratory complexes and sharing of practical experience, as well as in the certification of laboratory services within the scope of the international association STL,” noted the Commercial Director of the CESI Testing Center, Andrea Meola. The Federal Testing Center project envisions the phased-in commissioning of facilities according to the needs of the Rusian electric-power system. At the first startup complex, plans call for the commissioning of phase-one high-capacity, high-voltage laboratory complexes, as well as an auxiliary complex and associated infrastructure facilities.
