Specialists of Ulyanovsk Distribution Grids, a branch of IDGC of Volga, JSC (a subsidiary of Rosseti, JSC) completed construction of a section of fiber optic communication line (FOCL) to Yuzhnaya substation. This FOCL section is constructed as part of a large-scale investment project “Communication with the regions via FOCL” launched in 2010. The project objective is to create a unified dispatcher and process-oriented communication network of IDGC of Volga, JSC in the Ulyanovsk region, and to establish core and backup digital communication channels between the Ulyanovsk Grid Control Center and the entities under control. FOCL technology offers a number of advantages over conventional wire line and radio-relay communication systems. To meet ever-increasing bandwidth needs, fibre-optic cables provide high transmission rates over large distances, without the need for signal amplification. The project provides for 4 dedicated ports (with data transmission rates of 64Kbps on each port) to be installed at Yuzhnaya substation. Some time ago, similar FOCL projects were implemented for a number of ten Company’s substations, including Sviyaga, Avtozapchast, Tsentralnaya, Vostochnaya, Vyry, Rossiya, Lugovaya, Severnaya, and Isheevka. The total length of FOCL system deployed at Ulyanovsk Distribution Grids, a branch of IDGC of Volga, JSC, exceeds 100 km. By upgrading its communication facilities, Ulyanovsk DG will be able to optimize, stage-by-stage, the entire process control system and, in the long run, to ensure complete migration to the telemetry monitor and control system as provided by the organizational and functional process control model in place at Rosseti, JSC.
