“Mobile TeleSystems” launches new unified tariffs for the unified network

Moscow, Russian Federation — 15 November, 2001 — Mobile TeleSystems OJSC (NYSE: MBT), Russia’s largest GSM 900/1800 mobile operator, today announced significant changes to “within-the-network” or “intranet” roaming tariffs.

As of 19 November 2001, reduced “intranet” roaming tariffs will apply within MTS coverage zones both in the European and the Asian parts of Russia. At the same time new “intranet” roaming tariffs will come into effect as of the same date.

MTS’ intranet roaming area currently covers 28 regions of Russia. The launch of MTS networks in St. Petersburg, the NorthWest and Ivanovo regions will bring this territory to 37 regions of Russia.

In line with its strategy of creating a unified pan-Russian network, MTS has developed unified, intranet roaming tariffs for all MTS subscribers, irrespective of their subscription regions. A unified tariff has been introduced under which MTS subscribers pay 291 cents per minute during the day and 251 cents per minute at night for calls made to a phone registered within the zone of the subscriber’s present location.

All the regions covered by MTS are divided into two zones: “MTS Europe”2 and “MTS Siberia/Far East”3. The call cost for intranet roaming is determined by three factors: the zone of subscriber’s home network, the zone of subscriber’s location while making a call and the zone where the call is made to. At the same time MTS has reserved substantial discounts for calls to MTS subscribers, up to 40% compared to the cost of calls to subscribers of different networks.

To further reduce the cost of calls made during roaming within MTS coverage area the company has added one more hour to the night discount tariff, which now starts from 9pm.

The cost of calls made to a phone registered within the zone of the subscriber’s present location, as well as within-the-network mobile-to-mobile calls made from the “MTS Europe” roaming zone to MTS “European” subscribers has been reduced by 25% — to 291 cents during the day and 251 cents at night (compared to 391 and 291 cents respectively).

The cost of calls made to fixed line phones in MTS regions has also been reduced. From now on the per minute cost of a call made to the “MTS Europe” zone by an MTS “European” subscriber, staying within the “MTS Europe” zone is 491 cents during the day and 401 cents at night. The cost of calls made by the same subscriber to the “MTS Siberia/Far East” zone has been reduced by 37%. An MTS “European” subscriber will now pay 591 cents during the day and 501 cents at night for a call made from the “MTS Europe” zone to any other network within “MTS Siberia/Far East” zone.

Commenting on the new intranet tariffs, MTS’s Marketing Director Igor Timofeev said: “From November 19 travelling with an MTS phone will become even more enjoyable. Intranet tariffs will become considerably cheaper for MTS subscribers. Thus, the company has made one more step towards creating a unified mobile environment, which I describe as „MTS economy zone“.
