On February 16, 2003 the complex of voting paper processing (Russian abbreviation is KOIB) successfully passed through the third finishing stage of tests in the conditions of real elections. KOIBs took part in the elections of the Head of Kingisep Administration (Leningrad region).

   "Intelligent machine" was designed by LOMO in 2001 after the victory in tender of the Central Election Committee. KOIB is a successor of the voting bulletins scanners (Russian abbreviation is SIB), which were also created by the St. Petersburg optical company in the middle of 90th. Since then more than 1300 SIBs have done justice for themselves, taking part in decades of elections on different levels in the row of regions of the Russian Federation. KOIB is a more up-to-date machine with heightened technical and operating specifications. But such device's qualities as high reliability and guaranteed protection from any outside interference during elections are the same in both machines.

   In 2002 the trial batch of KOIBs (50 units) went through several checks in different regions of the Russian Federation. Kingisep's elections are the last tests before taking decision about serial producing of the device. This machine passed through the examination with honor. All 48 devices (two were in reserve) have operated on polling stations at the established mode.

   According to the preliminary report of the Interdepartmental Commission of customer KOIBs completely correspond to the requirements of technical task. In the nearest time the Commission will prepare a detailed report about KOIB's operating in the elections in Kingisep, on the basis of which the decision about the beginning of serial producing of the device will be taken.

   Taking into account positive results of tests LOMO is preparing to start producing of new device in the second quarter of 2003.
