IT Director of TGC-9 Denis Kirienko made a report at the second conference “IT-solutions for energy selling companies” that took place on April 17-19, 2007 within the limits of work of the Committee on industrial IT-solutions of Business-unit No.1 of RAO “UES of Russia”. Subject of the report: “Project of introduction of the host-based billing system in IES-Holding and TGC-9 on the basis of solutions of Oracle Utilities (SPL)”.

D. Kirienko informed that the present project supposes creation of the uniform host-based billing system for servicing of 9,9 million consumers of IES-Holding in more than 20 regions of Russia and CIS countries. As a pilot territory for realization of the project they have chosen Perm and Perm Region. Organizational volume of the project includes three companies: KRTS, Perm Energy selling Company and TGC-9. The billing system covers all types of consumers on payments for electric energy, heat energy and communal services. The pilot project provides not only automation in classic appreciation, but also serious transformation of business-processes and organizational structures. At the same time they are working over the project on creation of the integrated Call-centre in Perm and its integration with the billing system.

The system will allow to create a competitive sale network on realization of multienergy services, import the best foreign and Russian business-practice in organization of consumer service and billing, reduce costs of billing at the expense of centralization and use of economy of scale, raise quality of consumer service and realize innovation for Russia approaches of work with consumers.
