Moscow, 15 February 2007. The Appraisal Committee under the Board of Directors of RAO "UES of Russia" has approved amendments to the Methodology and Manual for Appraisal of Business and/or Assets of RAO "UES of Russia" and its SDCs.

The Methodology now includes a new chapter defining the business appraisal policy for energy retail companies. The policy was developed by Deloitte & Touche, appraisal advisor to RAO "UES of Russia". It is intended to assist appraisal firms in the course of market valuation of energy retail companies.

The new chapter includes both theoretical bases and practical recommendations, specifically, algorithms to be used in the calculation of key value factors, a description of principal approaches in the analysis, with account taken of the economic background, and a description of the steps to be taken by an appraiser when using a particular appraisal method.
