In April 2002, enterprises funded from the federal budget began to pay debts accumulated from the beginning of the year. The level of payment against the consumed electricity in the Federal Guards Service was 225%, the Federal Security Service – 184%, the Ministry for Emergency Situations – 175%, the Ministry of Industry and Science – 174%, the Russian Academy of Sciences – 150%.

However, as of May 1, 2002, the debt of federal enterprises to AO MOSENERGO still remains rather high, amounting to 802 million rubles. The main debtors of AO MOSENERGO are organizations that are subordinated to the Ministry of Defense. As of the beginning of May, their debts to AO MOSENERGO amounted to 600 million rubles. Other big debtors include the Ministry of Education (36 million rubles), the Ministry of Interior (29 million rubles), the Office of the President (19 million rubles), the Ministry of Justice (17.5 million rubles), and the Ministry for Emergency Situations (15 million rubles).
