Notice of holding a tender for supplying turboprop aircraft

NOTICE



UTair Aviation (hereinafter referred to as the organizer of the tender) is inviting companies to participate in a tender for a contract with the organizer of the tender for supplying (leasing) civil turboprop aircraft with 35-60 passenger seats.

The time of holding the open tender: the 4th quarters of 2003.
Time of making contracts: 4th quarter of 2003.
Time of supplying the aircraft: the 4th quarter of 2003 or the 1st quarter of 2004.
The tender procedure consists of two stages. At the first stage, constituent (and other) documents submitted for the tender are considered and technical proposals are evaluated. At the second stage, the tender commission reviews commercial proposals submitted by participants of the tender.
Participants of the tender authorized by the tender commission to participate in the second round of the tender will receive respective invitations and information on the main financial and commercial parameters, related to the subject of the tender.
Legal entities can participate in the tender regardless of the form of ownership and location. For participation in the tender a bidder shall submit the following documents (information) to the organizer of the tender:
- An application;
- For Russian bidders: copies of state registration certificates, the articles of association (including all changes and amendments that are in force) and the constituent agreements (if there is such an agreement). All copies shall be certified by a notary. Documents confirming that a respective record has been made in the Unified State Register of Legal Entities shall also be provided;
- For foreign bidders: a copy of a legalized abstract from the trade register or a certificate of incorporation, or other similar document containing information on the agency that registered the foreign legal entity, the registration number, data and place, and the organizational form of the legal entity. All copies shall be certified by a notary.
- Organizations whose founding does not require special registration (records on the trade register, etc.) shall provide legalized copies of their constituent documents or other documents containing information on acquiring the right to conduct business operations;
- Copies of accounting balance-sheets and reports on profits and losses for the past year and the past reporting period, certified by the organization, and an auditor's report for the past year;
- A declaration of accuracy of the information provided; a bidder shall also declare that it has no debts to UTair Aviation, is not under bankruptcy proceedings and is not under the process of liquidation;
- A bid, containing technical data on aircraft to be supplied (except for prices and terms of supplying).

The main parameters that will be used for evaluating the bids, containing technical data on aircraft to be supplied, are provided in Appendix 1.

All documents and information to be provided by bidders shall be in Russian. In the event any information is provided in some other language, its translation into Russian shall be attached.

Bids and other materials and information shall be submitted to the organizer of the tender not later than 30 (thirty) days after the date of the last publication in any of the following periodicals:
"Rossiyskaya Gazeta", "Vozdushny Transport", "Novosty Yugry" and "Aviation Week."

These documents shall be submitted by bidders in sealed envelopes, which shall be delivered by a courier or by registered mail to the following address: The Tender Commission for the Tender for a Contract for Purchasing (Leasing) of Aircraft, The Airport, Khanty-Mansiysk, the Khanty-Mansi Autonomous Area (the Tyumen Region) 628012.

Please mark on the envelope: "A bid for the tender for a contract for supplying (leasing) of aircraft."

The bidder shall bear all expenses related to participation in the tender, which will not be refunded by the organizer of the tender. The organizer of the tender and participants of the tender shall comply with the conditions of confidentiality.

At a bidder's request, the organizer of the tender shall provide "The Regulations on the Conditions and Procedure for Holding a Tender for the Right to Make Contracts with UTair Aviation for Supplying and Leasing of Aircraft for Regional Passenger Service" for the bidder for review.

A bidder is also entitled to review these Regulations in the office of the organizer of the tender.

Appendix 1

The main parameters for the evaluation of a bid, containing technical data on aircraft to be supplied by bidders:

Parameters:

1. Twin-engine turboprop passenger plane.
2. Number of seats: 35-60.
3. Flight crew (pilots): 2 people.
4. Certified for operation in air temperatures ?? from -50 degrees centigrade to +50 degrees centigrade.
5. Flight range with the maximum number of passengers: not less than 1,300 km.
6. Minimum aircraft landing requirements: not higher than Category II of the ICAO.
7. Runway length (under ?=0,??-+15 degrees centigrade): not more than 1,400 m, including the possibility of landing on unpaved and snow-covered airfields.
8. Compliance with flight readiness standards: AP-25, FAR-25, JAR-25, quality standards and ecological standards.
9. Valid certificates of the Aviation Register of the Intergovernmental Aviation Committee for the plane, the engine, the propeller, and the auxiliary power-pant.
10. The possibility of independent starting of main engines.
11. An anti-icing system for the wings, the empennage, the engine, the propeller and the crew cabin windows.
12. The plane's compliance with the provisions of Appendix 6 to the ICAO Convention.
13. Hourly fuel consumption: not more than 600kg/h.
14. Availability of FDR and CVR.
15. Equipment and software for decoding flight information.
16. Built-in kitchen and lavatories.
17. Possibility of storing the plane without a hangar.
18. Technical maintenance of the airframe, the engines and their systems, depending on the status, preparation of a technical maintenance manual on the basis of MSG-3.
19. Availability of a system of technical support for the operator 24/7 for the whole life cycle of the plane.
20. Provision of operational technical documents (hardcopies in Russian and/or English).
21. Formation of a stock of spare parts out of the supplier's stock at the operator's site for a period of not less than two years.
22. Certification of a service center for providing all kinds of technical maintenance in cooperation with the operator.
23. Provision of instruments and terrestrial equipment required for technical maintenance for the operator.
24. Availability of a certified service center for technical maintenance.
25. Authorized support for operation.
26. Presale maintenance work in accordance with the fullest schedule possible.
27. The planes shall be painted in accordance with the style of UTair Aviation.
28. Initial training of pilots, flight attendants, engineers and mechanics by the supplier:
-flight crews (pilots): 15 (including three instructors);
-flight attendants: 15;
-aircraft mechanics: 20.
29. Certification of a training center of the airline in the City of Tyumen for training of personnel in cooperation with the operator.
30. Supplying of an integral flight simulator for the training of pilots at the site of the operator.
31. Supplying of five planes within three months, divided into groups in accordance with the 3+2 formula.
32. The same configuration of equipment, the crew and passenger cabins on all planes to be supplied.
33. Operation of the air conditioning and power supply systems ?? ???.
34. Compliance of the planes with the provisions of the ICAO Convention, Appendix 8, Part 3.
35. Availability of duly approved MMELs.
36. A wind shear detection system.
37. The possibility of using the "Arktika," "Arktika OS" and "Arktika-200" anti-icing liquids.
38. Fuels to be used: TS-1, RT. The possibility of their use with ??? added.
39. Absence of limitations of specified durability and serviceability.
40. Assignment of a specialist to provide warranty services for the planes.
41. Date of manufacturing (production) of the aircraft: not earlier than January 1, 1988.
42. The period of warranty for the plane, engines and parts: not less than 1 year.
43. The plane shall be allowed to carry out zonal navigation flights BRNAV, equipped with a TKAS (TCAS) system, and certified for compliance with noise standards.

Additional parameters

1. Convertibility of passenger cabin.
2. Availability of different versions.
3. Provision of operational and technical documents on magnetic discs.
4. Registration of the aircraft in one of the countries that signed an intergovernmental agreement with Russia on maintaining flight readiness of aircraft in cooperation with the operator.
