On 5th October 2006 North-West Telecom completed the construction of the fibre-optic communication line (FOCL) " Vologda – Kotlas – Syktyvkar", which has become a significant   event both for the Company and for the entire Northwestern Federal District.  

The FOCL passes through the Republic of Komi, Vologda Oblast and Arkhangelsk Oblast. The length of the new digital communication line is over 1000 km. 598 km pass through Vologda Oblast, 200 km though Arkhangelsk Oblast and 216 km through the Republic of Komi. The total volume of OJSC N.W.Telecom 's investment allocated for the construction of this section of FOCL in 2005-2006 amounted to more than 300 million roubles. Equipment of the transmission system of synchronous digital hierarchy, level STM-16 made by Alcatel has been installed on the FOCL.

Due to the construction of this FOCL, North-West Telecom will significantly improve the quality of intraareal and local telephone communication in northern areas of the Northwestern Federal District and will make it possible for residents of remote areas to use the most up-to-date services – broadband access to the Internet using the ADSL technology, lease of channels for the construction of corporate networks, etc.

FOCL " Vologda – Kotlas – Syktyvkar" is a part of the fibre-optic infrastructure for creating a single interregional multiservice network (MSN) of OJSC North-West Telecom uniting the main MSN centre in St. Petersburg with regional MSN centers in all regional capital s of the North-West. Creating such a network will make it possible to bring the most up-to-date high-speed telecommunication services directly from St. Petersburg to the most remote parts of the Northwestern Federal District of Russia.

On the 5th of October a ceremony dedicated to the completion of the construction of the new fibre-optic telecommunications line – installation of the "golden joint" – was held at the border of the Republic of Komi and Arkhangelsk Oblast. Representatives of the Government of the Republic of Komi and the Administrations of Arkhangelsk and Vologda Oblast, leaders of the Komi, Arkhangelsk and Vologda branches of OJSC N.W.Telecom took part in the event. Minister of Industry and Power Engineering of the Republic of Komi N.N. Gerasimov and representative of the Administration of Arkhangelsk Oblast V.V. Remez noted the immense contribution of North-West Telecom to the development of the regions' telecommunications. According to N.N. Gerasimov, OJSC N.W.Telecom "unites the resources of the Northwestern Federal District and actively pursues the policy of integrating all telecommunication processes. The construction of the fibre-optic communication line is proves that."
