MOSENERGO (TGC-3)

January 23, 2003

AO MOSENERGO reported on labor safety measures taken in 2002

Last year the company continued to improve labor conditions, reduce the number of injuries and introduce modern protection appliances. As a result, the number of accidents in the company decreased by 50% as compared to 2001 (from 21 to 10). At 51 out of 61 AO MOSENERGO divisions (TEZ, GRES, grid facilities, sales division, heating grids, and others) there were no accidents in 2002.

During last 12 years the number of injuries at AO MOSENERGO's divisions decreased 10 times, from 100 cases in 1990, to 10 cases in 2002. There have been no accidents at all at a number of divisions for many years – at GRES-3 and GRES-4 – for 11 years, at Mosteplosyetenergoremont – for 10 years, at TEZ-6 – for 9 years, at TEZ-25 and TEZ-28 – for 8 years, at TEZ-23 – for 7 years, at Shatura and Podolsk electric grids – for 6 years.

In 2002, AO MOSENERGO spent 411 mln rubles on labor safety measures against 234 mln rubles in 2001. AO MOSENERGO also spent 3,685,000 rubles from Moscow and Moscow Region state insurance funds to prevent injuries and professional illnesses. In accordance with the current legislation AO MOSENERGO signed accident insurance agreements worth more than 204 mln rubles on behalf of its employees. A similar agreement has been signed in this year as well.

In 2002, AO MOSENERGO continued to issue safety certificates for workplaces. The safety certification is one of conditions for receiving operation licenses. Certification has been completed at 17 AO MOSENERGO's divisions. The rest of certificates will be issued in 2003.

One of most important safety issues is provision of individual protection gear. AO MOSENERGO grid facilities have been provided with modern safety devices and appliances, which ensure sufficient protection in operating power equipment. The electric technicians have been issued 3,000 summer fire-resistant clothes and 3,000 winter summer resistant clothes, as well as grounding devices.

To ensure high level of protection at AO MOSENERGO's facilities, the company regularly holds training sessions to improve the technical qualifications and professional skills in safety issues, using computer-based training. The company also trains personnel in delivering first aid to accident victims. In particular, the company conducts training before the start of the repairs campaign. The company also has a psychological service, which monitors the psychological condition of power station and grids personnel.

To improve the operations safety system, in 2003 AO MOSENERGO will continue purchases of modern safety appliances. The company will aim to increase qualifications of its personnel through systematic training and improving the equipment available to electrician teams including individual and collective protection means.
