On April 24, 2009 Viktor Plyachenko, formerly the Director of NWT’s Pskov Branch, was appointed as the Regional Director – Director of NWT's St. Petersburg Branch.
Viktor Plyachenko was born on January 24, 1958 in Verkhnyaya Inta, Komi ASSR. In 1984 he graduated from the North-West Distance-Education Polytechnical Institute, specializing in radio engineering. Viktor started his career in the communications industry in 1978 at the Pechora operational and technical communications center of the Republic of Komi production communications administration. He worked there for more than 16 years in various positions; starting as an electrician, he was eventually promoted to the position of a city communications center manager.
During ten years from 1994 till 2004 Viktor Plyachenko worked as the Technical Director, First Deputy General Director of OJSC Svyaz of the Republic of Komi (now the Komi Branch of OJSC NWT) and from November 2004 occupied the position of the Regional Director – Director of NWT's St. Petersburg Branch.
As the manager of the Pskov Branch, Viktor Plyachenko participated directly in the implementation of large-scale projects enhancing the intensive development of promising telecommunications services and ensuring the best possible service for the NWT customers in the Pskov Region. These included: construction of the circle optical fiber transmission line, expansion of the region’s digital communications network, commissioning of the Pskov Region’s Network Control Center, replacement and modernization of equipment at automatic telephone exchanges, introduction of multipurpose communications services, national project “Education” etc.
Viktor Plyachenko was many times awarded by the Company’s management for the successful development of communications. His awards include: medal “For merits in the All-Russian census” (2003), medal “For contribution to the implementation of the national project “Education”, 2 degree (2007); Honorary Diplomas from the RF Ministry of Information Technologies and Communications (2008), OJSC “Communications Investment Company” (2007), Central Committee of the All-Russian Trade Union of Communications Workers (2007), Republic of Komi (2001), Administration of the Pskov Region (2007, 2008). In 1998 he was awarded the honorary title “Master of Communications”, in 2004 the title “Honorary Communications Worker of the Republic of Komi”.
In his new position, Viktor Plyachenko will manage NWT’s largest branch, continuing the network development and introduction of new communications technologies in the Northern Capital and, in accordance with the Company’s principles of customer orientation, will ensure the provision of up-to-date telecommunications services for the residents and enterprises of St. Petersburg.
Leonid Zigmundovich Tufrin, formerly the Regional Director – Director of NWT's St. Petersburg Branch, was appointed as the Advisor to the NWT General Manager with effect from April 27, 2009.
