COMSTAR provided communication and Internet access facilities to one of larest libraries at HMAO District

October 27 2008, Moscow, Tyumen. COMSTAR – United TeleSystems JSC (COMSTAR-UTS, LSE: CMST), the largest integrated telecom services operator in Russia and the CIS announced that OAO “Tyumenneftegazsvyaz” (TNGS), a subsidiary of OAO COMSTAR-UTS in Uralsky Federal District has accomplished a roll-out of telecommunication network for the municipal cultural institution (MCI) “Municipal Library" in the city of Nefteyugansk.

Nefteyugansky branch of Priobsky TNGS branch won a tender held by Khanty-Mansy District Administration to participate in implementation of “Education” top-priority national project. Operator completely provided the library with digital phone communication facilities (44 phone numbers are now connected) and arranged a broadband high-speed Internet access using ADSL2+ technology.

Nefteyugansk Municipal Library is one of the largest public libraries in HMAO-Yugra, it was built with a support of the District Administration. The volume of library stock makes 200000 books[1], with a design throughput being about 700 readers a day.

“Business nowadays must be socially responsible. Education is one of the most important components of human life, and in our hi-tech age it is really important to obtain a possibility for connection to the Global network. A contemporary library must have an Internet access, as well as to use global knowledge resources”, says Vladimir Alaev, TNGS General Director.

“Municipal Library” MCI Director Deputy, Olga Sitai pointed out the following: “Libraries still remain the most demanded social institution. Our library is a large information center, where electronic data base, and an Internet access option are the important components of our information resources. That is why it is absolutely necessary for us to have high-speed digital communication facilities. Thanks to the launch of telecommunication network carried out by Nefteyugansk branch of TNGS, our library became one of a few similar instituions equipped with modern high-quality communication facilities. As of today, only one fourth of all the district’s libraries has capability to use Internet resources. Telecommunication development progress enables us to enhance our personnel work efficiency, to accumulate and make publicly available huge information arrays (e.g. electronic catalogs of books), provide quality readers’ service and support. We hope, in perspective, this will result in growth of readers' audience and an increase of the library attendance rate by Nefteyugansk residents”.

 

[1] Each HMAO-Yugra library count an average of only about 18000 books, data from the official state authorities of HMAO District https://www.admhmao.ru/culture/frame.htm. The District public library access service of all types is enjoyed by 4593000 of the readers, which is nearly a third of the District residents (30.9%).
