The government commission for budget projections approved the parameters of tariff indexation for natural monopolies in Russia for 2012, told the First Deputy Prime Minister Igor Shuvalov .
According to him, gas prices will be raised from 1 July 2012 to 15%. Rates of other natural monopolies – will be raised to the rate of inflation, by 6%. However, for JSC "Russian Raiways, this index will be made on 1 January, for the power industry  on 1 July.  Shuvalov said that in late 2011, compensation of up to 40 billion rubles will be provided to JSC "Russian Raiways”. Shuvalov added  that the decision on indexation of gas prices above the inflation rate does not give additional income to "Gazprom", they will be removed by increasing of the severance tax on natural gas next year.
The Head of Ministry of economic development El’vira Nabiullina found it difficult to tell, how much will cost companies limit of tariff growth next year. However, according to her, every percent of indexation costs for the JSC "Russian Raiways "  10.5 billion rubles, for "Gazprom" - 8 billion rubles, for Federal Grid Company - 1.5 billion rubles. She added that large natural monopolies have good possibilities  for efficiency increased, and therefore decisions should not affect the effectiveness of their investment programs and major projects. The minister said that natural monopolies should be seriously engaged in increase its effectiveness, as well as borrow source.
