Severstal Began implementing new industrial safety management system

In November, Severstal plans to receive an OHSAS -18001certificate for its industrial safety management system (ISMS). Severstal is the first Russian steel mill, which has put in place a modern ISMS, which complies not only to the norms and standards of industrial safety and labor protection in the Russian Federation, but the requirements of the international standard OHSAS -18001.
   Severstal began developing the ISMS in the beginning of 2001. The principles on which the new system was built upon and company's goals in this area were then declared in the special policy, signed by Severstal's top management. The policy stated that it's inadmissible for the company to conduct any activities which could cause harm or injury to employee's life, health or property. The policy also provides for company's responsibility for its employees lives' and health.
   The newly developed ISMS at Severstal is laid out in the approved manual on management of industrial safety and labor protection, which is in force since June 1, 2002. Along with that in 2001-2002 the company developed and enforced a number of standards, which were part of the ISMS.
   The new ISMS was developed in 1.5 years by joint efforts of National Academy of Labor and Social Relations and Russian Ministry of Labor.
   Now Severstal has to implement the documented procedures, review all paperwork pertaining to industrial safety, including handbooks on industrial safety, and evaluate risks in various company's units.
   In Spring of 2002, Severstal's top management, shop supervisors and first deputies of shop supervisors, who are primary risk-managers in the company's units, have received training in the principles of the new ISMS. From July 2002, other company employees will undergo similar training.
   The first stage of implementing the ISMS will end by preliminary and certifying audits. The auditing will be done by Bureau Veritas Quality International (BVQI). The preliminary audit will be conducted in September and the certifying audit in November of this year.
   "Hard work lay ahead of us in evaluating risks and conducting inner audits by Severstal industrial safety department's experts and managers of various levels in company's production units. Results of this activity will be presented to the certifying company prior to conducting the preliminary audit," said Alexander Stepanov, Severstal's technical director. According to Stepanov, Severstal expects to receive the OHSAS-18001 certificate for its industrial safety management system already in November.
   Severstal is the first steel mill in Russia to receive an international certificate for its ISMS, but it already has two other international certificates. In February 2000, Lloyd's Register Quality Assurance certifiied Severstal's Quality Management System and issued it an ISO 9000 certificate. In October 2001, Severstal became the first steel mill in Russia to receive an international ISO-14000 certificate for its Environmental Management Program issued by Bureau Veritas Quality International (BVQI).
