AO MOSENERGO conducted checks of scrap utilization points

In early July, AO MOSENERGO conducted special checks in Podolsk, Chekhov and Serpukhov districts of the Moscow region. The AO MOSENERGO department of corporate security initiated the inspections. The local division of the Interior Ministry, as well as the detective company Pilgrim, took part in the raid.

During the raids they checked five ferrous and non-ferrous scrap utilization points. In Podolsk district the inspectors discovered 128 kg of copper wire and 25 kg of aluminum wire without proper documents confirming purchase. In addition, the entity failed to produce a license for these activities. As a result, the representatives of the Interior department closed the scrap utilization point and launched an investigation into the case.

Wire without proper documentation was discovered at other scrap utilization points, however, the bulk of it was removed before the inspectors had arrived. The investigation uncovered evidence confirming the violations as a result of questioning witnesses. Based on each case, militiamen compiled protocols. Owners of scrap utilization points caught violating the rules will have to submit explanatory notes to investigators.

In the second quarter of 2002, the corporate security division of AO MOSENERGO launched 12 checks in Moscow and Moscow region. In addition, it initiated so-called investigative activities aimed at finding thieves and ways to hide stolen wire. In areas of frequent thefts the division, jointly with Interior and Pilgrim, set up more than 50 ambushes. As a result, they detained several violators, some of whom had systematically plundered the company' s property.

According to statistical data from the corporate security division, in the second quarter of 2002, there were 71 cases of wire and equipment theft from AO MOSENERGO facilities. Criminal investigations were opened in 71 cases. The total quantity of wire stolen from AO MOSENERGO amounts to 65,334 m, about 8% less than last year. As a result, the company's losses adjusted for the need to restore facilities exceeded 3,350,000 rubles. Property confiscated from violators only amounted to 58,000 rubles.

In addition to arrangements aimed at preventing the plundering of AO MOSENERGO property, the corporate security department works to ensure the security of power facilities against terrorist attacks. In this case the company upgrades its facilities with modern technical protection advancements. The division also oversees the work of local security divisions. Such checks in Moscow and Moscow region are held on a regular basis including weekends and holidays. These activities contribute to greater safety and better levels of protection of power facilities.
