Problem of debts to IDGC of Volga, PJSC, is not resolved

Unfortunately, autumn has not improved the situation with debts to IDGC of Volga, PJSC. The forthcoming autumn and winter period has not made contracting parties of the major power grid company of the region pay their debts. This jeopardizes effective preparation for the heating season and uninterrupted power supply to consumers. One of the defaulters, EnergoHolding, LLC owes RUB 860,250.42 to IDGC of Volga, PJSC. The debt of RT-ET, LLC is almost 30 times higher—RUB 24,279,865.74. The debt of persistent defaulter Independent Electric Grid Company, CJSC amounts to RUB 42,655,119.37. The debts of Saratov City Electric Network Enterprise, CJSC and Oboronenergosbyt, JSC are even higher. The debts of these companies to IDGC of Volga, PJSC, for power transmission services amount to RUB 201,979,616.35 and RUB 211,441,309.72 respectively. Saratovenergo, PJSC, is the traditional "leader" in terms of its overall debt. As of September 01, 2016, the undisputed portion of its debt for July 2016, net of the advance payment for August 2016, amounts to RUB 438,253,766.14. Saratovenergo's failure to observe the payment discipline jeopardizes effective operation and complicates adequate preparation for winter by IDGC of Volga, PJSC, as well as by territorial distribution companies (TDCs). According to the tariff model applicable in the Saratov Region, IDGC of Volga, PJSC, transfers to TDCs a part of funds received from Saratovenergo, PJSC. Persistent non-payment of the last resort provider breaks the flow of payments. Without payment from Saratovenergo, PJSC, IDGC of Volga is unable to make payments to territorial distribution companies at its own expense. This may lead to failure to meet the schedules of preparation of the whole Saratov Region for smooth and continuous operation during the autumn and winter period. Issues of payment discipline are routinely addressed at the meetings of Electric Power Safety Center under the auspice of the Region Government. Subject to the decision of the Center dated August 24 of the current year, Saratovenergo, PJSC was obliged to prepare a consolidated schedule for repayment of debts to IDGC of Volga, PJSC by August 30 of the current year and to ensure 100% of the current payments. However, as of August 2, the company received neither the schedule nor the payments. The problem has gone beyond the relations between power grid companies and power supply companies. That is why, power engineers should not fight this problem alone. It is necessary to find a comprehensive solution with the participation of public authorities and enforcement offices, because systematic non-payments endanger normal operation of electric power infrastructure in the Saratov Region.
