IDGC of Volga, PJSC, is the distribution grid company the main functions of which are power transmission through grids and technological connection of consumers. Ulyanovsk DG, a branch of IDGC of Volga, PJSC, successfully performs these tasks unlike many of its contracting parties. Their total overdue debts for power transmission services in the Ulyanovsk Region amounted to RUB 644 million as of the beginning of September. The persistent defaulters include State Scientific Center Research Institute of Atomic Reactors, JSC (RUB 34 million), Product Accounting Control Module Ulyanovskvodokanal (RUB 19.9 million), Inzenskiye Regional Electric Grids, LLC (RUB 2.7 million), Ochag Municipal Unitary Enterprise (RUB 2.6 million), Kometa, OJSC (RUB 2.5 million), Zhilservis Municipal Unitary Enterprise of the Veshkaymskiy District Municipal Entity (2.1 million), Management Company Zhilkomservis, LLC (RUB 395 thousand). Ulyanovskenergo, JSC, accounts for the major part of debts of Ulyanovsk enterprises—RUB 578 million. This company is a last resort supplier in the Ulyanovsk Region. The question which remains open is how the funds collected from consumers are spent and why Ulyanovskenergo fails to pay IDGC of Volga, PJSC, for the power transmission services. If the power supply company is unable to efficiently collect funds from its consumers, this means that it fails to perform its function of the last resort provider. If Ulyanovskenergo receives these funds but fails to transfer payment to power grid company, the competent authorities must make the relevant conclusion. IDGC of Volga, PJSC takes every effort to collect debts. Claim-related work is constantly underway. The issue of the debtors' failure to pay is monthly raised before the Electric Power Safety Center under the auspice of the Region Government, but these enterprises ignore decisions of the Center. Power transmission debts, especially during the intense preparation for the forthcoming autumn and winter season, have caused serious problems for Ulyanovsk DG branch of IDGC of Volga, PJSC, as well as for the territorial distribution companies (TDCs) of the region. Under the constant non-payment conditions, the company is unable to transfer funds to TDC and has to enter into set-off and debt assignment agreements. Failure to observe payment discipline jeopardizes completion of adequate preparation for winter by all power grid operators of the region and, consequently, the stable operation of the Ulyanovsk Region infrastructure. The current situation requires urgent resolution.
