Debt of Ulyanovsk companies to IDGC of Volga, PJSC exceeded 600 million rubles

Major power consumers residing in the Ulyanovsk region regularly fail to pay their electricity bills issued by Ulyanovsk Distribution Grids, a branch of IDGC of Volga, PJSC. Today's overdue debt amounts to 645 million rubles, including 574 million rubles owed by the local Last Resort Provider, Ulyanovskenergo, JSC. September 20 is a deadline for the next payment for services delivered in August, 2016. If Ulyanovskenergo fails to meet this deadline, its debt will increase by almost 50%.

The following companies are still on the debtors list: State Scientific Center — Research Institute of Atomic Reactors, JSC (34 million rubles), Ulyanovsk Municipal Unitary Enterprise Ulyanovskvodokanal (20 million rubles), Municipal Unitary Enterprise OCHAG (2.6 million rubles), Municipal Unitary Enterprise Zhilservis of Municipal Company Veshkaymsky District (2.1 million rubles), Kometa, JSC (2.5 million rubles), Izenskiye Regional Electric Grids, LLC (2.7 million rubles), and Managing Company Zhilkomservis, LLC (0.4 million rubles).

Most of non-payers have systematically refrained from fulfilling their contractual obligations to Ulyanovsk DG since 2015. Negotiations and appeal letters to debtors and competent authorities of the Ulyanovsk region had little effect on the situation.

UDG pursues claims against each debtor. Negligence of debtors and their failure to fulfill contractual obligations and pay their bills makes it difficult for UDG to perform its obligations to partner grid operators. Therefore, IDGC of Volga, PJSC has to enter into claim assignment agreements to collect the debts. However, the electric grid company needs money to maintain and prepare its large-scale facilities for smooth and fault-free operation during the forthcoming autumn and winter season.
