The extended operation meeting of the Electricity Balance and Metering Group of Penzaenergo, a branch of IDGC of Volga, PJSC (a member of Rosseti Group of Companies) took place on the basis of Serdobsk Production Department (PD). The venue was attended by leaders of the branch, leaders of regional electrical grids, and leaders of the electricity balance and metering groups.

The agenda of the meeting comprised several reports dedicated to balance and metering groups operations, inspections of three-phase meters, measuring systems, verification of RIM power meters, approaches to identification of non-contractual power consumption.

In the report on different methods of electricity theft, Anatoly Kaishev, the Deputy Director of Sales of Services of Serdobsky PD, noted that 93% of the identified cases of non-contractual power consumption are referred to connecting to power grids before the metering device, whereas the remaining 7% are related to immediate interference in the metering unit operation. The participants of the meeting discussed the report and shared approaches to detection and prevention of the electricity thefts.

Oleg Tsitovich, the Head of the Metering Device Operations Department of Penzaenergo, presented report on neodymium magnets and their application traces identification. Thus, he stated results of the research of the influence of the magnetic field of the neodymium magnet of 1.3 Tesla on different elements of the standard metering device. The speaker told about the equipment, the use of which will allow controllers to identify the traces of intervention in the metering device by neodymium magnets, even in the absence of visual signs.

The report on proper preparation of documentation on non-contractual power consumption turned out to be topical. Ilya Strafilov, the Director of Sales of Services Penzaenergo branch, explained the rights of inspectors during consumer's metering device inspection, the tools to be used to provide evidences of actions, and provided examples of errors in documents filling by inspectors.

In the conclusion, the meeting discussed the correct installation of the RIM metering device. The venue participants to the report and proceeded to the training ground Serdobsky DP to watch the installation of the metering device at borderline of 0.4 kV.

The meeting approved several resolutions and approaches that may assist the electricity balance and metering groups to achieve better results in prevention the non-contractual power consumption, thereby reduce the overall electricity losses.

The similar work on development of the power consumption metering is carried out by other branches of IDCS of Volga, PJSC, including Ulyanovsk Distribution Grid, Mordovenergo, Chuvashenergo, Ornburgenergo, Samara Distribution Grids and Saratov Distribution Grids.
