Ulyanovsk Branch of IDGC of Volga make regular efforts to control defaults in payments for electricity

From the start of the current year, the total debt of Ulyanovsk enterprises payable for electricity transmission services of IDGC of Volga, PJSC (a member of Rosseti Group of Companies) is over 700 million rubles. The defaulting companies include Ulyanovskenergo, JSC (341 million rubles); Municipal Unitary Enterprise “Ulyanovsk City Electric Networks” (310 million rubles), GNTz NIIAR, ŔÎ(28 million rubles), Inzenskiye Regional Electric Grids, LLC (19 million rubles) and Ulyanovsk Municipal Unitary Enterprise (UMUP) Ulyanovskvodokanal (16.5 million rubles). Specialists of Ulyanovsk DG, a branch of IDGC of Volga, PJSC continue their efforts to manage and collect receivables. In addressing non-payment issues, the Company is supported by the regional government, including weekly meetings of the Electric Power Safety Center (formed under the auspice of the regional Government). At these meetings, representatives of all stakeholders discuss approaches to defaulting customers and the ways to improve payment discipline, establish deadlines and debt repayment schedules. However, it is not always possible to reach a compromise with defaulting electricity customers. To defend their legitimate interests, Ulyanovsk DG has to be actively engaged in claim-related processes Since the beginning of the year, the amount of debt recovery claims filed to regional courts in connection with non-payments for electricity transmission services reached 1.9 billion rubles. In most cases, a distributing company can only enforce repayment of multi-million debts through pursuing legal actions against mala fide contractors and issuance of writs of execution. This is a matter of serious concern. Improvement of payment discipline in the region is a matter of primary importance in terms of ensuring power supply reliability, since revenues from electricity transmission services are first and foremost allocated for ensuring smooth operation of the power network facilities. Legal proceedings can take many months, while distributing companies need finances right now, in the height of the repair campaign and preparations for efficient operations during the upcoming peak load period.
