The power supply to SSCAM was scheduled to be cut on two out of three 110 kV lines: «Oka-Kalugino-1» and «Oka-Kalugino-2». All power would be supplied through only one line, which would decrease the reliability of the power supply to the SSCAM and companies that are located on its premises. AO MOSENERGO was forced to take such severe measures because the Institute has refused to pay for old debts and current power consumption. SSCAM debt is now about 52 million rubles. At the same time, the Institute and companies that operate on its premises have found the means to carry on with its mainstream activities
In addition to power cuts (used before as well), numerous talks with SSCAM as well as letters to the Government and the General Prosecutor's Office, AO MOSENERGO continues to take legal actions against the debtor. In accordance a Moscow Region Arbitration Court ruling, actions will be taken to recover from the Institute the debts amounting to 27 million rubles.
In accordance with another claim, filed by AO MOSENERGO in May 2002, the court asked the defendant to pay another 17 million rubles owed to AO MOSENERGO back in 2001–2002. To enforce the rulings the Interregional Service of Bailiffs auctioned some of SSCAM's properties. However, in addition to AO MOSENERGO, SSCAM owes money to other organizations (in particular, the tax agencies) which should be paid first.
