Unified Energy System

November 14, 2003

Chairman of Russian Government Mikail Kasyanov, Chairman of RAO UES Management Board Anatoly Chubais attend the official ceremony to launch second generating unit of 800 MW at Nizhnevartovskaya TPP

Moscow. 14 November 2003. Today, Chairman of the Government of the Russian Federation Mikail Kasyanov and the Chairman of the Management Board of RAO "UES of Russia" Anatoly Chubais took part in the official ceremony to launch the second 800-MW generating unit at Nizhnevartovskaya TPP in Tyumen Region.

The launch of the generating unit is a significant event not only for the electricity industry, but also for the national economy as a whole, not only for Tyumen Region, but for the whole of the country. It is the first generating unit of such high capacity to have been built in Russia over the past 10 years.

The new generating unit will enhance reliability of electricity supply to manufacturers in Urals and West Siberia, creating the potential for faster development of process industries in the area, particularly petrochemistry and timber industry. This means that the event will contribute to achieving the goal of doubling the GDP set before the nation.

The second generating unit of Nizhnevartovskaya TPP is the most economical one among the generators used at power plans of such type. It employs new, highly efficient technologies, including a comprehensive management system based on a computer process control solution, gas-insulated switchgear, non-flammable cables, etc. The generating unit is located closer to the consumers, which will reduce network losses of electricity and help control the electricity tariff growth in the region.

The first generating unit of 800 MW at Nizhnevartovskaya TPP was put into operation in January 1993, following which the construction was suspended.

In 2000, the new managerial team of RAO "UES of Russia" decided to resume the construction of Nizhnevartovskaya TPP. This decision was due to the increased electricity consumption in the area. In 2000, the electricity consumption in the region was 44.5 TWh, whereas in 2002 it grew to 49 TWh. Over the first nine months of 2003, OAO "Tyumenenergo" increased the effective electricity supply to 45.9 TWh, up 12% compared to the same period in 2002. The development trends of Tyumen Region suggest that the electricity consumption in the region will be steadily growing until 2015.

At the same time, the number of generating facilities that have reached the end of their useful service life is growing. By now, equipment at 3 out of 7 power plants of OAO "Tyumenenergo" have come close to the end of its useful life. By 2006, 880 MW of capacities is expected to be decommissioned, with another 1,571 MW of capacities to be taken out of service by 2010.

The construction project was financed with internal funds of OAO "Tyumenenergo". In 2000-2003, RUB6 billion was invested in the construction of the second generating unit at Nizhnevartovskaya TPP.

OAO "Tyumenenergo" is a wholly owned subsidiary of RAO "UES of Russia".
