January, 25th, 2010, Moscow. COMSTAR – United Telesystems (OJSC Comstar-UTS, LSE: CMST), the largest operator of integrated telecommunication services in Russia and the CIS, announced Evgeny Lapshin's appointment as director of COMSTAR-REGIONS Central Branch (100 % subsidiary  of OJSC Comstar-UTS). He took charge since January, 11th, 2010.

In this capacity he will be responsible for daily management and business development in all the Company’s presence cities throughout Central Federal District (CFD). Nowdays COMSTAR provides the telecommunication services to residential and corporate users  in the following CFD cities: Tambov, Tver, Kaluga, Voronezh, Ivanovo, Shuya, Ryazan, Kursk, Orel, Smolensk, inhabited by about 4 million people and totaling about 1,5 million households.

Victor Koresh, the Vice-President for regional development of OJSC Comstar-UTS and the General Director of the CJSC COMSTAR-REGIONS has commented on this appointment as follows: «The Central Federal District is one of the most developed macro-regions in the Russian Federation counting a quarter of the country’s population and producing a third of gross domestic product. In 2009 the company selectively upgraded the networks and launched the BBA Internet service in CFD major cities - Tver, Kaluga Tambov. The digital on-air broadcasting was rolled out in Ivanovo. The new branch director has a mission to further expand and promote all the spectrum of the Company’s services in the district. I am confident, that Evgeny Lapshin, who  worked for a long time in telecommunications and in Comstar-UTS Group business, who knows perfectly the regional market and is well familiar to employees of the branch, will successfully meet the challenges».

Evgeny Lapshin was born in 1973 in Moscow. In 2001 he graduated from the Moscow Institute of Radio Engineering, Electronics and IT (Technical University). In telecommunications E.Lapshin is since 1999. He worked as a satellite communications engineer in the  JSC Insatcom. Starting from 2002 and to date E.Lapshin  is with Comstar-UTS Group where he rose from a project manager to Director of Business Management Department of JSC COMSTAR-REGIONS.
