Non-profit Partnership of Guarantee Suppliers and Energy Retail Companies elects its Supervisory Board

Moscow, 22 February 2007. Non-profit Partnership of Guarantee Suppliers and Energy Retail Companies (NP GP and ERCs)* has elected its Supervisory Board** which has sixteen members.

The Supervisory Board includes four Government representatives (Anatoly Golomolzin, Deputy Head of Federal Antimonopoly Service of Russia; Nikolay Bakayev, Deputy Head of the Federal Tariff Service of Russia; Vyacheslav Kravchenko, Director of the Department for the Structural and Tariff Policies for Natural Monopolies under the Ministry of Industry and Energy of the Russian Federation; and Mikhail Kurbatov, Deputy Head of Division of the Department for State Regulation of Tariffs and Infrastructural Reforms of the Ministry of Economic Development and Trade of the Russian Federation), as well as representatives of independent electricity providers and energy retail companies of RAO "UES of Russia".

Deputy Head of Federal Antimonopoly Service of Russia Anatoly Golomolzin was elected Chairman of the Partnership's Management Board and Mikhail Andronov, Director General of OOO "Rusenergosbyt", was elected Deputy Chairman.

This completes the creation of the governance structure at NP GP and ERCs. To date, the Partnership has elected its Management Board, Supervisory Board, Expert Chamber, and Partnership Committees (for competition, development and practical recommendations for electricity market participants, for ethics and membership, for ratings and information support, and for project development), and appointed committee chairpersons.

*The Partnership was registered with the Moscow City Directorate of the Federal Registration Service of Russia on 16 December 2006. Andrey Pivovarov, Head of RAO UES Power Grid Monitoring Project Group, is Chairman of the Partnership's Management Board.

Among the Partnership founders were RAO "UES of Russia", its energy retail subsidiaries – OAO "Kaluga Retail Company", OAO "Oryol Retail Company", OAO "Energosbyt Rostovenergo", OAO "Mosenergosbyt", OAO "Tambov Energy Retail Company", OAO "Nizhny Novgorod Retail Company", and independent retailers - OOO "Rusenergosbyt", OAO "RusEnergo Holding Company", OOO "KES-Trading", ZAO "Dizazh M", and OOO "Transneftservis S". Over 50 retail companies, including 37 energy retail companies of RAO "UES of Russia", have confirmed their intention to joint the Partnership. The Partnership expects to decide on the admission of new members at one of the forthcoming meetings of RAO UES Board.

The Partnership's key role is to represent and protect the interests of the retail electricity market participants, including independent retailers. Its objectives are to facilitate the creation of an efficient competitive retail market for electricity, prepare proposals for draft legal acts regulating energy retail activities on the electricity markets, and increase the efficiency and reliability of electricity supply to customers.

** The functions of the Supervisory Board include the approval of the guiding principles for the Partnership's activities on the retail electricity market and setting standards for interaction among market participants.

*** The Partnership's Expert Chamber is a collective governing body comprised of the founders' representatives. The Expert Chamber is in charge of the Partnership's Committees, In particular, the Expert Chamber creates committees, appoints and dismisses committee members, determines and approves the procedure for admission of new members to the Expert Chamber.
