November 11, 2008, Moscow. COMSTAR – United TeleSystems (OAO COMSTAR-UTS, LSE: CMST), the leading supplier of integrated telecommunication solutions in Russia and the CIS, received a notice from Federal Service for Supervision in the Sphere of telecom and mass communications (Rossvyazcomnadzor) to the effect that a number of licenses has been granted to the operator allowing to provide communication services at the territory of Ryazan Region.

COMSTAR-UTS has been granted licenses to render the services of local telephone communications, not including local phone communication services involving the use of coin telephones and means for public access, License No. 63256; to render communication services for data transfer to provide voice data exchange, License No. 63257; to render communication services involving provision of communication channels, License No. 63260; to render communication services for data transfer, not including communication services for data transfer to provide voice data exchange, License No. 63258; to render telematic communication services, License No. 63259. The validity term for these Licenses is from October 28, 2008 to October 28, 2013, the activity territory for these Licenses is Ryazan Region.

This summer, 2008, COMSTAR-UTS opened the company branch in the Central Federal District, in the city of Ryazan. Besides, COMSTAR-UTS possesses a group of “InterLink" companies in Ryazan Region, which comprises ZAO “InterSvyaz-Servis”, an alternative communications operator, and OOO “Inter-TV Media” cable TV operator. COMSTAR-UTS plans to incorporate “InterLink” into COMSTAR-UTS Group of companies with further development of the company branch in the center of Russia.
