The 4th International Annual Conference «Telecommunications and Investments in Russia» organized by a Russian holding OJSC Svyazinvest and LBS International Conferences with the support of the RF Ministry for Communications and Informatics has taken place today in Moscow.
Among the participants there were present: D. Milovantsev, Head of the Federal Telecommunications Agency; A. Golomolzin, Acting Deputy Minister of RF for Antimonopoly Policy and Support of Entrepreneurship; D. Mezentsev, Deputy Chairman of the Federation Council; V. Yashin, General Director of OJSC Svyazinvest; D. Erokhin, General Director of OJSC Rostelecom as well as managers of telecommunication and investment companies, top-level analysts and journalists.
The conference explored topical issues of development of the telecommunication field in Russia, such as the governmental regulation, tariffing, investment climate and competition on the telecommunications market, etc.
G. Khasiyanova, Commercial Director, OJSC Rostelecom, made a report on optimization of the system of mutual settlements between communication operators. She pointed out a high importance of the work performed by regulating authorities and OJSC Rostelecom to reform the system of mutual settlements in order to create a balanced model of the communications market in Russia.
As a result of this work a new system corresponding to the world standards for mutual settlements between operators for long distance traffic transit was introduced in 2003. This has assured more transparency of mutual settlements and created equal conditions for all market players as well as stimulated the development of new communication services.
G. Khasiyanova also emphasized the necessity to continue the work for further optimization of the system of mutual settlements between operators having mentioned prospects of reforming of the system of mutual settlements and traffic transit tariffing between the subscribers of fixed and mobile networks. |
