Gazprom's management committee examined the concept of offshore fields development

Today, Gazprom’s Management Committee approved the basic guidelines of Gazprom’s Concept of Russia’s Shelf development. The Concept was elaborated by VNIIGAZ in collaboration with Gazprom’s Gas, Gas Condensate and Oil Production Department and the Gazflot company.

The Concept objectives:

  • substantiation of Gazprom’s exploration activity on the continental shelf
  • based on gas production volumes to be provided, determination of terms for implementing the projects on offshore field development
  • determination of new production areas
  • development of advanced technical facilities for offshore development with account of economic effectiveness of investments to be channeled for this purpose.

Within the Concept framework, the Program for Oil and Gas Offshore Survey and Exploration up to 2030 has been elaborated. The Program determines the seismic survey volumes, scope of engineering works and deep drilling on the shelf of the Barents, Kara, Pechora, Caspian, Black and Azov Seas.

The Management Committee also instructed to elaborate in 2004 the Program for Russia’s Offshore Hydrocarbon Development Up To 2030. The document wil be an integral part of Gazprom’s Corporate Development Program up to 2030.

The Board of Directors also gave the instruction to work out and submit for approval the list of top priority activities to be fulfilled on Russia’s offshore in 2004-2006, which should cover:

  • perception of licenses for promising field development
  • gas production at the Severo-Kamennomysskoye field in the Ob Bay
  • LNG production at the Shtokmanovskoye field
  • oil production at the Prirazlomnoye field
  • preparation for developing the Tsentralnaya structure in the Caspian Sea
  • sci-tech cooperation with leading foreign companies on introducing advanced technologies for field development.

The Concept is focused on developing the Shtokmanovsky, Ob-Taz and Priyamalsky gas producing areas and the Pechora oil production region. The implementation of the Concept will allow to produce, from 2030 onwards, over 170 bcm of gas and 20 million tons of oil. Gas production is to be increased up to 250-300 bcm/y.

Russia’s estimated offshore hydrocarbon resources amount to 90 billion tons of fuel equivalent. Of that volume, 60 billion tons of fuel equivalent are concentrated in the Barents and Kara Seas. The main offshore hydrocarbon resource is natural gas (76 tcm). So far, only 11% of offshore oil and gas resources have been explored. In future, Gazprom’s oil and gas reserves are expected to grow by 400 million tons and 15 tcm, respectively.

Gazprom is involved in the following joint projects on developing Russia’s and foreign offshore oil and gas resources: the Shtokmanovskoye and Prirazlomnoye fields (jointly with Rosneft); the Tsentralnaya structure in the Caspian Sea (together with LUKOIL); the Vietnamese and Indian offshore. In the meantime, Gazprom is assessing the expediency of participating in the Sakhalin I-II projects and is examining the prospects of developing other Far Eastern offshore areas.

According to the Concept of Offshore Field Development, the Ob and Taz Bays are considered as top priority areas of offshore gas production. The Bays are characterized by considerable hydrocarbon reserves (proved gas reserves exceed 800 bcm), existing onshore transport infrastructure, shallow waters and relatively small distances to the onshore facilities. The Ob and Taz Bays development is expected to start in 2009-2010. The regional plateau gas production is estimated to reach 82 bcm/y in 2021.

The development of the Shtokmanovskoye field (its reserves amount to 3.2 tcm) in the Barents Sea is also among Gazprom’s priorities. From 2018 onwards, annual gas production at this field should reach 69 bcm. Gazprom is preparing to develop the field and to sell LNG in the USA and other countries.

The Concept also calls for the development of advanced technique and technologies for exploration and development of offshore fields under extreme climatic conditions, and for environmental protection, as well.
