As of October 17, 2002, the SSCAM owed 53.5 mln rubles to AO MOSENERGO. The SSCAM has not paid for consumed power since September 1998. The SSCAM consumes on the monthly basis around 1.5 mln rubles.
AO MOSENERGO was aware of the importance of this institution and has repeatedly proposed schemes to restructure SSCAM's debt. AO MOSENERGO also turned to the Federal Government, the State Duma, and the Ministry of Health to resolve the debt problem. However, AO MOSENERGO's initiatives were not supported.
SSCAM has not allowed Energosbyt's inspectors to enter its premises to restrict the power supply to SSCAM. After having used various measures to resolve the situation, AO MOSENERGO had to turn to its last resort -- temporary restriction of the power supply.
On October 17, 2002, AO MOSENERGO restricted the power supply to SSCAM using two of three feeders. The power supply was cut from 14:00 to 17:00 at Substation No. 400 at Podolsk Powers Grids of AO MOSENERGO.
