MOSENERGO (TGC-3)

January 9, 2007

OAO Mosenergo’s key measures for implementing the Program of development and technical reequipment of Moscow’s power network (January 9-12, 2007)

On Tuesday, January 9, A. Ya. Kopsov, General Director of OAO Mosenergo, set the primary goals for power-engineering construction for 2007 at an operational meeting with the managers of the Company’s departments and services: commissioning of the third PGU-450 power-generating unit and completing construction of the main building of the fourth PGU-450 power-generating unit at Cogeneration Plant-27 (TETs-27); completing preparations for startup operations of the PGU-450 power-generating unit under construction at TETs-21 (commissioning in the first quarter of 2008); and construction of the main building of the PGU-420 power-generating unit at TETs-26.

On Wednesday, January 10, the next meeting on current questions of the design and construction of the 420-450 MW steam-gas power-generating units at TETs-21, TETs-26, and TETs-27 will take place at OAO Mosenergo. At present, installation of the power boilers is continuing in the new main building of the third power-generating unit at TETs-27. Installation of the main building’s steelwork is continuing at TETs-21.

On Wednesday, January 10, a meeting will be held on preparing the technical assignment for tenders to select a contractor to draw up a feasibility study of Petrovskaya State District Power Plant (Petrovskaya GRES).

Construction of new power-generating units and technical reequipment of OAO Mosenergo’s power plants are based on the latest steam-gas cycle technology, which guarantees an efficiency factor of 52-59% (at plants with steam-power units, the efficiency factor is no more than 38%). The highly efficient steam-gas units allow gas savings of up to 25%, while reducing harmful atmospheric emissions by one-third.
