AO MOSENERGO and the Moscow region government have adopted programs for tariff policy and eliminating cross-subsidies, Vladislav Nazin, deputy general director for economy of AO MOSENERGO, said at the meeting with analysts from investment companies and banks. Similar programs are expected to be signed jointly with the Moscow government.
Both programs deal with two major problems: subsidies for heat production losses at the expense of electricity production (heat and electricity cross-subsidies), as well as the difference in tariffs for population and industry. The programs also outline solutions for these problems.
"The regional energy commissions of Moscow and Moscow region and AO MOSENERGO realize the need to eliminate cross-subsidies. I should say, regional energy commissions always understand our position, as they know that the reliability of electricity supply in Moscow region is a serious issue. However, the paying capacity of the population, the size of budget subsidies and the bunch of other technical issues make it difficult to improve the situation," Nazin said.
