COMSTAR-UTS builds network for Federal Penitentiary Service in Samara

24 February, 2009, Moscow, Samara. «COMSTAR – United TeleSystems (COMSTAR-UTS OJSC, LSE: CMST), a major operator of integrated telecommunications services in Russia and the CIS, announces that its branch COMSTAR-Povolzhye has built corporate data transmission network for General office of Federal Penitentiary Service of the RF (GOFPS) in the Samara region.

COMSTAR-Povolzhye branch won a tender for provision of telecommunication services for GOFPS of Russia in the Samara region, which was held in December 2008. In comparison with other participants of the tender, leading telecommunication companies of the region and understanding the social significance and the job’s nature of the mentioned above organization, the operator was able to offer the optimal and economically favorable terms relating to connection of GOFPS to telecommunication network .

Within the framework of the project realization related to provision of GOFPS with communication services COMSTAR-UTS established 3 allocated data transmission channels with the transmission capacity equal to 2 Mbps each – from Chief office of GOFPS to its territorial subdivision and to access points of earlier built company’s own corporate network. For this purpose, the operator additionally laid 2 fiber-optic communication lines (FOCL) to company’s own trunk network. COMSTAR-UTS specialists integrated the three objects of GOFPS in the Samara region to one unified corporate data transmission network as early as in January of the current year. The built corporate network makes it possible to share information on-the-flay, and gives to GOFPS employees an opportunity to use it on the remote objects of abbreviated dialing and get access to the unified data base from any object connected to the corporate network.     «We always responsibly approach to participation in tenders for provision of communications to the state institutions, due to the fact that we understand the significance of their work in terms of people, the region and the country in the whole. Accuracy in the assignment of tasks helped us significantly to implement the project related to the first stage of GOFPS corporate network connection, which we put into operation in record-breaking terms. In the current year we plan to implement another several large projects with the state institutions in the Samara region», – said Alexander Kurochkin, director of COMSTAR-Povolzhye branch».

At the present time COMSTAR-UTS has built the ring structure of company’s own transport telecommunication network in the Samara region. While constructing the FOCL all over the city, the focus was made on organization of trunk rings: three of them in Samara and another one in Togliatti. At the same time, there was an active construction of access network («Last mile») for corporate clients in the both cities. Thanks to such a network architecture operator can provide fast and cost effective connection of clients in every part of Samara and Togliatti and that is an important competitive advantage of COMSTAR-UTS on the alternative telecom market of the Samara region.

From the very outset, the operator’s network was built on the base of NGN solutions and now it has a high transmission capacity – 1 Gbps. In the year 2008, the branch laid more than 500 km of fiber-optic communication lines in Samara and Togliatti and continues active development of transport and distribution infrastructure in these cities.
