RAO UESR approves list of priority generation projects to go on line

Moscow, 29 March 2006. A List of priority generation projects scheduled to go on line across the Unified Energy System of Russia was approved by order of RAO UES Management Board Chairman Anatoly Chubais.

The List consists of energy facilities located in 19 energy systems across Russia, including the Moscow, Leningrad, Tyumen, Sverdlovsk, and Kaliningrad Energy Systems. A total 19,407 MW of installed generation capacity is scheduled to go on line at the top priority projects. 11,794 MW of new generation capacity is expected to be brought on line at thermal power plants, 4,613 MW at hydropower plants, and 3,000 MW at nuclear power stations.

The reason for including a generation project on the List is the probability of generating capacity deficit in those energy systems in the near term due to increased energy use and depreciation of plant and equipment, and insufficient transfer capability of the existing power transmission lines.

In order to enhance reliability of the UES of Russia and supply uninterrupted power to consumers, the divisions of RAO "UES of Russia" are instructed to select investment projects from among the ones included in the List as a matter of priority (as previously resolved, the investment projects should be selected using the mechanisms of additional share issuance, providing investment guarantees, the use of equity and debt funding, direct investment, and other mechanisms).

OAO "UES FGC", in consultation with OAO "UES SO-CDA", should, in the process of investment planning, provide for the top priority implementation of measures to deliver power in the energy systems identified in the List.
