A feasibility study for reconstructing the HPP-23 boiler unit TGMP-314C st.8 has been prepared as a part of the environmental program. The project has been developed by MOSENERGO in cooperation with the Moscow government in the framework of the environmental program adopted in 1999.
The reconstruction is aimed at reducing the levels of pollution of nitrogen oxides: when using natural gas from 800 mg/m3 to 125 mg/m3, and when using fuel oil-from 1250 mg/m3 to 250 mg/m3 which will conform to MPC (Maximum Permissible Concentrations) requirements. Moscow City Environmental Foundation provided the funding. MOSENERGO has used 38.8 million rubles, allocated by the foundation, for the boiler reconstruction. The project's total value is estimated to be 180 million rubles.
In past five years seven boilers have undergone reconstruction at HPP-23; the eighth and last one will become operational in October 2001. The boiler's reconstruction will be performed within the confinements of the main building without any changes in its construction and placement on the land lot.
"Maintaining the environmental purity of our plant is one of the priorities of HPP-23 managers. Reducing pollution levels of nitrogen oxides will stimulate improvement in the environment in the North-Western part of Moscow," said G. Oskin, HPP-23 deputy chief engineer on capital construction.
