On November 29, 2001, the State Investment Corporation (Gosinkor) and AO MOSENERGO signed a cooperation agreement. Gosinkor corporate chairman Vladimir Chernov and acting general director for AO MOSENERGO Arkady Yevstafyev signed the agreement.

Both parties intend to develop a strategic partnership and long-term, comprehensive cooperation, aiming to attract foreign and domestic investment to the Russian utilities sector.

The agreement provides for a number of specific objectives for the mutual cooperation, including the following:

• to jointly outline and implement strategic development programs and investment projects through attracting investment resources in the Russian and international capital markets;
• to implement investment projects and programs with AO MOSENERGO involving the investment pools consisting of banks and insurance companies that enter into corresponding agreements with Gosinkor; and
• to optimize schemes for management of industrial assets and securities in the interests of both parties and their partners.

The agreement establishes that Gosinkor and AO MOSENERGO cooperate based on the principles of equality, partnership and straight compliance with assumed obligations.
