The debt of entities financed by the federal budget (federal customers) to AO MOSENERGO for the electricity that was consumed in January through March rose 38% year-to-date and reached 650 million rubles.
The debt for consumed heat power incurred by federal customers rose through the same period 6.5 times and reached almost 240 million rubles.
Based on the results of the first quarter, Ministry of Defense and associated entities are still AO MOSENERGO’s biggest debtor. The total amount of their debts reached 628 million rubles. Other ministries owe the following amounts (in rubles): Education—45 million, Interior—29 million, Emergency Situations—18 million, Justice—18 million, Federal Security Bureau—17 million.
Given that the limits of budgetary liabilities for 2002 have already been disclosed to the recipients of federal funds, AO MOSENERGO has expressed its fiscal dissatisfaction with the lack of actions on behalf of the leadership of these organizations. The lack of payments by federal customers prevent AO MOSENERGO from conducting full and timely repairs and other operations. Meanwhile, delays obtaining proper documents regarding settlements with federal consumers lowers the reliability of power supply at the facilities run by these customers.
