Moscow City Telephone

September 28, 2001

The Open Joint-Stock Company "Moscow City Telephone Network" (OJSC MGTS) has launched into operation digital ATS-759 (Exchange-759, Engl.) with a capacity of 8,0000 numbers to provide services to the Mitino district telephone users in Moscow

ATS-759 (Exchange-759) has been accepted by GOSSVIAZNADOR (the General State Telecommunications Inspectorate of the Russian Federation), and is entirely ready for operation. The subscriber capacity of the new exchange will be utilized to meet the telephone installation requests of the Mitino district (a North-Western residential community in the capital-city) inhabitants submitted in the 1999 (4,500) and 2000 (1,500 applications). At the moment, the installation of the first 2,000 numbers is in progress. The Company contemplates satisfying all the telephone installation requests dating to 1999 and 2000 in the fourth quarter of 2001 and in the first quarter of 2002.

In the year 2001, OJSC MGTS' planning is to activate about 123,000 new telephone numbers altogether.

About half of their total will be used to meet the needs of residential districts where massive housing construction is under way, these are Orekhovo-Borisovo (ATS-343 {Exchange-343} for 5,000 numbers), Zhulebino-Nekrasovka (ATS-706 {Exchange-706 } for 10,000 numbers), Vykhino (ATS-709 {Exchange-709} for 7,000 numbers), Yuzhnoye and Severnoye Butovo (ATS-717 and 714 {Exchanges-717 and 714 } with a total capacity of 20,000 numbers), Otradnoye (ATS-904 {Exchange-904 } for 5,000 numbers), and Novokossino (ATS-703 {Exchange-703} for 3,000 numbers).

The remaining 60,000 numbers will be put into operation under a social program providing for telephones installation in the districts with highly concentrated industrial infrastructures (where the so called "point-block" housing construction is going on), and that envisages the building of remote concentrators or small-capacity exchanges (ranging from 1,000 up to 7,000 numbers).
