MTS forms partnership with PRIME-TASS

Moscow, Russia, November 2, 2000 — Mobile TeleSystems OJSC (NYSE: MBT), Russia’s leading provider of GSM-900/1800 mobile telephony services, and PRIME-TASS economic news agency, today announced a partnership agreement which allows MTS users WAP-enabled access to PRIME TASS’s comprehensive information service.

From now on, mobile phone users can access on-line foreign currency rates, daily review of currency markets and stock exchanges, actual economic and political news and equity market expectations index.

The new service also features a wide-ranging search system that allows users access to up-to-date news, such as information on MTS services and tariff plans as well as ATM working conditions in Moscow. For example, a user can quickly locate the nearest ATM (address, street and nearest underground station).

Commenting on the announcement, Shagit Reznikov, Director of the Value Added Services Division at MTS, said: “We are excited to be able to announce this new service and we are proud that we have formed a partnership with PRIME-TASS, the leading news and analysis agency. This is a further step on the way towards turning mobile handsets into easy-to-use personal assistants that help our users get access to the information they need. MTS users will now be able to shop in real and virtual stores, order tickets and travel tours, make reservations in hotels.”

PRIME-TASS has opened a dedicated WAP standard site (wap.prime-tass.ru) that has detailed information on the new service.

Today’s announcement is a further indication of MTS’s strategic focus on delivering new and improved services to customers.

In May 2000, MTS’s launch of WAP technology made possible the delivery of diverse information to users’ terminals. It also facilitated mobile commerce and banking systems, and gave MTS subscribers access to information from sources, such as leading news agencies.

MTS also developed an extensive partnership program to enhance mobile applications: a strategic partnership with trade system PORT.RU was formed and the “Mobile bank” service was launched together with Guta Bank.
