At the moment, failure to pay electricity transmission fees by contracting parties is a matter of great concern for Samara Distribution Grids, a branch of IDGC of Volga, PJSC (a member of Rosseti Group of Companies). Power engineers exert systematic efforts to recover debts, but the total debt amount remains at the level of 1 billion rubles due to poor repayment discipline. Unlike many regions, retail energy sales companies of the Samara region duly discharge their payment obligations to Samara Distribution Grids. Local grid companies are the most persistent defaulters. For example, the total amount of debt of Kvant, CJSC; Solli-Energo, LLC, Production Company Avtokomponent Syzran, JSC, Elektroset-Volga, CJSC, El-Transit Plus, LLC, Network Company, LLC and Stavropolskaya Elektroset, LLC is over 160 million rubles — the sum equal to about 2/3 of the cost of the annual repair program. Customers of these retail energy sales companies include social facilities, large residential clusters, summer holiday resorts, industrial enterprises of the region. If electricity transmission services are paid in arrears by local grid companies, reliability of power supply in the region is severely compromised. Specialists of Samara Distribution Grids implement a full range of measures to improve the situation with debts receivable. Extensive efforts are being made by a special interagency task group established under the Ministry of Energy and Public Utilities of the Samara region to analyze indebtedness related to consumed fuel and energy resources. Besides, claims-related activities are carried out on a regular basis. Over 150 debt recovery lawsuits have been filed in courts of the Samara region.
